"Payments in Lieu of Taxes" are federal payments to local governments that help offset losses in property taxes due to nontaxable Federal lands within their boundaries. It took me and my fellow Elko County Commissioners three years to assist in getting PILT fully funded for a five-year cycle, and it is an issue which will likely recur.
